If you sell fertilizer in more than one state, someone has to register your products, keep your licenses current and file a tonnage report every period. You can buy that help three ways: a consultant who charges per filing, software you file with yourself, or a managed service that files and pays for you at one price. Three ways to buy fertilizer compliance
Per-filing consultants
Verdant Regulatory, PLCompliance and KRK Consulting price each piece of work: a registration per product per state, a renewal, a tonnage report. It's a familiar model and it's fair for a brand with one or two products in a couple of states.
The catch is multiplication. A tonnage report is a fee per state per period, and at PLCompliance it's per label as well. Ten products in two states, with one state reporting quarterly, is 50 tonnage filings a year at $100 each before any registration work. Fees grow with every product you launch and every state you add, which makes compliance cost hard to predict.
Software you file with
Fertilabel prepares the calendar, forms and fee math, and you review, sign, submit and pay under your own state accounts. Its own site says it never files or pays on your behalf. That suits a team with someone who has the time to own filings. If no one does, the work still lands on your desk.
A managed service at one price
CropClerk files for you, pays state fees from your authorized cap, answers routine agency letters and starts renewals 60–90 days before the expiry the agency actually issued. One plan covers it: $150 a month, no per-product, per-state or per-report fees, and you can cancel anytime from Stripe's billing portal.
What a year costs: a worked example
Take a brand with 10 products, licensed and registered in Florida and Virginia. Florida reports quarterly (4 reports a year) and Virginia once a year. Service fees only, from each company's published rates:

Verdant Regulatory
A fertilizer regulatory consulting firm offering label review, license and product registration, tonnage reporting, renewals and registered agent services, and organic certification support (OMRI and California organic). Its site describes experience across all U.S. states and has a client portal.
Pricing it publishes: $125 per license or product per state ($125 per license and $250 per product in California and Florida), $125 per label for review, $50 per tonnage report per state and $100 per renewal, with additional products discounted.

PLCompliance
A consulting-led service from Pickled Lemons LLC for fertilizer, soil amendments and FIFRA 25(b) minimum-risk pesticides. It also offers label design and review, guaranteed analysis, SDS creation, confidential formula statements, efficacy packages and retailer (WERCSmart) readiness, with a client portal included with active service.
Pricing it publishes: $200–$400 per new state account, $145–$215 per fertilizer label per state, $100 per tonnage or mill filing per label per state per period, $65 a month for registration notice handling, and quote-only retainers.

KRK Consulting (eparegistration.com)
An EPA regulatory consulting firm focused on federal and state pesticide registration, 25(b) products and devices, which also registers fertilizer. Its site says it has helped with EPA registration for over 19 years.
Pricing it publishes for fertilizer: $97 per state per product for new registrations, $57 per state per product for renewals, $37 per tonnage report, $397 for label review and $997 per state per product for organic fertilizer. A footnote lists $497 for California, Washington and Oregon registrations. Its state page says filing fees aren't included.

Fertilabel
Software plus document preparation, in early access. It offers a deadline calendar, prefilled registration, renewal and tonnage forms, fee calculation, a sourced rule library and an archive. You stay the registrant of record and file and pay yourself. Its first launch states are Florida, New York, Minnesota and Indiana.
Pricing it publishes: Starter $79, Growth $199 and National $449 a month, with no contracts.

How to choose
- Do you want to file yourself? If yes, software is the cheapest route. If no, choose between per-filing consultants and a flat managed service.
- Count your filings. Multiply products × states × reporting periods. If that number is growing, a flat price protects you.
- Check what's included. Fee payments, agency letters, renewals, tonnage calculation and label review are priced separately, or not offered, at many providers.
- Ask who holds the evidence. You want the agency's confirmation for every filing in one place, not scattered across email.
- Match the scope. Pesticide claims, 25(b) products and organic certification need a specialist. Packaged home-and-garden fertilizer doesn't.
