How much does fertilizer registration cost? State fees vs. service fees
What registering fertilizer really costs: state license, registration and tonnage fees, plus what consultants, software and managed services charge on top.
Registering fertilizer costs two things: the fees states charge, and whatever you pay someone to do the filing. State fees are the same no matter who files. The service cost is where the choices are, and it ranges from software you file with yourself to per-filing consultants to a flat managed service like CropClerk at $150 a month.
Part 1: what states charge
Every state that regulates fertilizer charges some mix of three fees, and you pay them whoever files:
- A company license, in about half the states. Florida charges $200 a year and Virginia $50, both expiring June 30.
- A product registration fee, per product (usually each brand and grade). Florida charges $200 per specialty product, Virginia $50, Wyoming $115, Ohio $50. Some states charge more for small packages because the fee replaces tonnage fees on them.
- Tonnage inspection fees, per ton sold, often with a minimum. Florida charges $1.00 a ton plus a $0.50 nitrogen fee on mixed fertilizer, quarterly. Virginia charges $0.25 a ton with a $35 minimum, once a year.

Part 2: what it costs to have it done
There are three ways to pay for the work, and they scale very differently.
Per-filing consultants
Consultants price each filing. As published on their websites in October 2026:

Per-filing pricing is easy to understand and cheap for one product in one state. It gets expensive as you grow, because every new product adds fees in every state, and every state adds a report every period.
Software you file with

A worked example

How the consultant numbers add up in year one:
- Verdant: 2 licenses × $125, plus 10 Florida products × $250, plus 10 Virginia products × $125, plus 5 reports × $50.
- PLCompliance: 2 state accounts × $200–$400, plus 20 registrations × $145–$215, plus 50 tonnage filings × $100. That's 10 labels × 4 Florida quarters plus 10 labels × 1 Virginia year.

When per-filing is cheaper, and when it isn't
Be honest about the break-even. With one to three products, a per-filing consultant usually costs less than $150 a month in the first year. In the same two states:

Three things push the real cost of per-filing work higher than the price list:
- Growth. Every product launch adds a registration in every state, and every renewal year repeats it.

How to estimate your own cost
- List your products and the states you ship to (every state, including marketplace and wholesale sales).
- Look up each state's license, registration and tonnage fees. That's your state bill, the same with any provider.
- Count filings: products × states for registrations, plus each state's reports per year.
- Multiply by a provider's per-filing rates, or compare with a flat $150 a month.
